I enjoy the West Wing but at the same time I feel a little dirty about it. It's so slick and often such a cheesefest.
Still, he managed to make A Few Good Men good enough that can stand to watch Demi Moore and Tom Cruise in a movie, which is quite a feat.

and given he's clearly a reaction to Bill Clinton looking like the great left-wing hope and then being a bit rubbish, I think it's fair to say he was elected against a candidate who wasn't in as strong a position as McCain is.
he won against an incumbent republican with a slight margin in the electoral college but loss of the popular vote, which is quite different to the 1992 election.
but yeah, you're pretty much spot on with how the character was constructed.
