I guess either the government's scared we would all get so bored we'd kill ourselves without lovely pointless WORK, or maybe we all actually hate each other enough to want everyone to labour without any real reason.
I still don't understand basic income. I don't get why it wouldn't just lead to massive inflation.
So it probably makes sense to give it to the worst off at first since they'd need to use it to live and to fund it (partly) through taxes on luxury items.

everyone was predicting that technology would mean that everyone would by now be working three days a week with the rest of the time off for leisure (while being paid the equivalent of a five day week salary and with full employment).
Unfortunately what's actually happened is the employers have used technology to sack loads of people while making their remaining staff work the same hours they did before for the same (adjusted for inflation, etc) or worse pay/conditions/etc.
hence the utter inhumane absurdity of our entire socio-economic setup. when labour-saving technology is something that fucks people over instead of improving their lives, that means WE ARE DOING SOCIETY WRONG.
