The key to reduce it would be a combination of a clean diet, i.e. no processed foods, and high intensity interval training, which will greatly help you to reduce your body fat percentage. You will for example do 10 100m sprints with 2 minutes rest in between.
You must be motivated and discipline, but you will see your body changing after 6 weeks and reap rewards.

so you'd need to get your overall weight down. Your gut, your moobs and your muffin top are typically among the last areas to benefit from overall weight loss and are quite stubborn. So even skinny people can develop unflattering pockets of fat.
If you want to improve the appearance and shape of your chest while losing weight, bench-pressing, push-ups, fly curls and dips will help. Even if you're still carrying a bit of flab around your tits, muscle tends to hold it at a more flattering angle and at the very least, you'll look better in a tight-fitting, plunge-collar t-shirt.
Plus, building muscle helps you to lose fat.
