the threat of rape has been used for years in ads for "legal" cab companies in their battle against slightly ropier outfits. Not always explicitly, but it's certainly nothing new
Well, if we're being pedantic, ALL cabs are just stranger's cars, unless you know of one being driven by a friend or family member.
I don't see any evidence of disrobing, beating or bruising. To me, it does just look like a girl who's pissed off because she's cold and wet.

The first twitter complaint is a bit silly - those aren't bruises, just shadows.
I'm not sure that the point of the advert is quite as black and white as people have said, but it's pretty obvious that it suggests that you're vulnerable if you don't use a proper taxi firm, which is something that even TfL have said in their adverts and campaigns against unlicensed mini-cab drivers
