What steps would you take to achieve it?
In the real world: Donate lots of money to a party-affiliated thinktank/lobbying group so that they can write a report in which they find and fit the evidence to support your issue.
I like this response in light of the discussion you were having with my mate on FB yesterday.
Or a really prominent male MP.
2. Work in Whitehall
3. Write myself a memo about the issue
4. Bring it to the attention of the Secretary of State
5. Draft a white paper

imagine you were, a funding body for a widening participation scheme and had suddenly come under some 'directional' pressure with regard to how and what you use your funding on ...

I've emailed and spoken to him on several occasions!
He is lovely. he helped me out a lot at uni actually.
He also has something of a reputation for being a nasty piece of work - to the extent that he was officially repremanded for smearing the ex head of the Electoral Commission.
