Do you have funding lined up or are you applying for a funded PhD? Do you have a good idea what you want to do. In my department unless you speak to a potential supervisor directly then potential PhD's get emailed around everyone and we're asked to make contact if we're interested in supervising - I don't think this approach is very successful. It's probably better to have had an initial chat with a potential supervisor and got rough agreement that they'll supervise... this is a bit of graft and door-knocking on your behalf.
The most important question is - is a PhD really important in getting you to where you want to be in the future? If it's not, then I wouldn't do it.

why do you want to do one - is it essential?
they are not cheap are they? - plus loss of earnings - adds up!
It's just whether it's the right thing to do for the next three years.

spent ages hand-picking my referees and they didn't even bother reading it
although the fact I'm not certain exactly what yet might be another reason against it...
