I mean, obviously it was a poorly-thought out idea, bother in terms of policy and implementation, and anyone who knew anything about education had come out and said it would be a disaster, but I'm just wondering: why announce it yesterday, and why do so at about 11.30pm?
Do the government think it's a good day to bury bad news?
