We IP banned the dude once before and he just came back. The problem is that IPs are rarely static except for big institutions or companies and most spammers/trollers don't work from big institutions. If they *did* then by stopping hem from there you instantly ban anyone else from the same place who is legitimately on the site.
For most people they just reset their modem or else they can presumably invest in precisely the same technology people use to pretend to be in the US so they can watch US TV stuff online. There fundamentally isn't a way to permanently ban anyone from the internet or one bit of the internet without huge restrictions to that bit of the internet.
