Grover Cleveland counts as both the 22nd and the 24th President of the United States. By that logic, if Romney had won and then Obama had won in 2016, he would technically have been the second African-American President.

As a biological phenotype being "black" is often associated with the very dark skin colors of some people who are classified as "black".
