Admittedly that message was garbled by an official at a press conference but it's still utterly ludicrous.

Does this mean we can jail economists for not predicting the 2008 crash? I think I'm cool with that.
I'm on the scientists' side here... being seismologists they would obviously know that seismology ain't a particularly exact science (I think there are parts of it that are slightly more predictable, for example patterns within earthquake swarms) so I doubt they would have put out an exact prediction.
