but in terms of rented, affordable rented housing is at 80% of market rate in the local area (including service charges)
considering even the gov't doesn't attempt to define in NPPF, and i'm pretty sure PPS3 doesn't apply any more, it's, yeah, already suitably weasely for gov't
but there currently is no mechanism in place for buying affordable homes that guarantees they'd go only to people for whom affordable homes are the only option
in short, it's a shitty system they're looking to make even shittier
they always meant to buy, not to rent.
I thought there might have been an actual definition somewhere. In taht case then it's copmpletely subjective and a pointelss phrase then.
there are quite a lot to rent, which is why quite often with developments, a developer will get a registered social landlord in (say, Guinness or Peabody or someone like that) to manage the affordable homes to rent
it's not *entirely* subjective, but it's something that no fucker wants to try and define because either one side or the other is just going to throw bricks at whichever government DOES define it
and stop measuring peoples worth by their wealth
