in the mid 80's when I was in india, power cuts were a regular thing.
In one place, Srinigar (a city with lots of people living in houseboats on a lake as well0, it was most often due to an amusing reason,
as a local explained
People who were not 'connected' to the grid, would 'connect' themselves, by throwing wires over the overhead wires.
so back then it seems that people expected power cuts, i guess that since then its got a lot more reliable and so some people are probably more vulnerable to cuts as they are more reliant on constant power
