if you're not sure about the prospect of diving into the full-on fantasy stuff, go for The City & The City, which is clever conceptual stuff but a bit more straightforward in terms of plot.
If you want a taster of the various styles he goes for (and he does switch about), Looking For Jake (the short story collection) is brilliant.
If you don't mind going full fantasy-world immersion, Perdido Street Station for sure.

The Scar was great but not as good as Perdido Street Station
was a good idea let down by a fairly pedestrian and dull storyline. I'd almost like to read a story by someone else set in the same universe.
he has a tendency to take stories in funny directions. In (spoilers?) the city & the city i think he toned the weirdness down at the end when he should have possibly turned it up.
and is him at his most flamboyant. You may love it, you may find it more than a little excessive and po-faced. The Scar and the Iron Council are the same universe and are in a similar vein.
The City and the City is much more pared down- he's gone for a particular style and if you've read his other stuff it's actually very impressive.
My personal opinion is that his best is Embassytown, and would heartily recommend that to anyone.
Cities, borders, language and monsters, and in Embassytown he writes about them all with incredible panache. He's learnt to use his verbosity in intelligent bursts to give senses of incredible scale or magic at the right times. I'm gushing a bit here but it's one of the best books I've read over the last couple of years.
Just got it, looks very much my cup of tea.
