I think by default more people's pronunciation is biased towards the 'oo', but I also know a lot of people that give more bias towards the 'th'.
And I'm from the west country.

Theo's right, it's very common amongst my Midlands mates, and, as others have pointed out, the Welsh.
Lots of them say Buth-day, as well, the daft cunts.
is the Welsh vowel "w" is pronounced like the oo in book, cook etc. The oo sound from pool isn't so common, I think that is a w with a hat on. In Wales, they'd pronounce pool "poo - al"; "too-ath" sounds a bit weird? God knows.
