Depends on what your basis is for labelling Hitler evil in a particular way. While Stalin may not have been the anti-Semite Hitler was I'd imagine he was right behind the hating of gays, gypsies and the disabled.

bottom line - they were both pretty bad
Genghis Khan was ruthless militarily, used sexual violence as a weapon of war, utilised slavery, and his campaigns are estimated to have cost 40 million lives, but he was tolerant of religious and racial differences, and generally maintained a peaceful civil society.
The others were all dictators who oversaw reigns of terror where many of their own citizens died. They did not, however, plunge the wider world into a conflict that would last several years and cost upwards of 50 million lives.
Historically, I'm sure there are plenty of other examples, but it's a pretty pointless exercise ranking their evilness, for want of a better term.
