Westminster has kind of been subsumed as a London Borough, but the City exists in something of a halfway state. It’s run by the Corporation Of London, who also own land and estates outside of the Square Mile (eg Epping Forest). Most cities, and most boroughs have their own flags or crests, so this doesn’t necessarily make the City in itself unique, but it’s often treated more like a county, for example, and most visibly, having a police force separate from the Met.
