They look like rubber balls with lots of spikes/cotton buds sticking out of them in fluorescent colours
What are they?
I saw one on the roof of a bus shelter on Mare Street a couple of weeks ago. Thought it was a bit peculiar.

a lot more vertical than usual.
It's the Tories and their cuts which are driving the bus-shelter-dwelling white-lightning-glugging riff-raff even further into the gutter, while their place in the shelters is filled by the squeezed middle classes. Those things are the tell-tale traces of bus-shelter dinner parties held by out-of-work advertising exectuvies. Once playfully decorated with cheese and pineapple chunks, the leftover spike-balls typically end up on the roof after a chap named Toby (who's usually been at the plastic bottles of Merlot) decides to turn the soirée into a cricket match.
Every bus station has been painted with some kind of 'theme'. There's one by the power station where the theme is 'London' (with a Big Ben, red phone box, and Undergound sign'. There's one I call 'Garfield' with pictures of the cat on it. There's a Tom and Jerry one too.
My favourite, is one where the city council (these aren't graffiti or botch-jobs, they're proper) deemed it a good idea to paint the cover of Follow the Leader by KoRN on the side, and rather shoddily painted pictures of the members of KoRN across the back.
Although I did meet the eastern european equivalent of a carny last weekend
