Until I was about 14 I assumed FHM was some kind of porn magazine, but then after weeks of plucking up the courage to buy one I finally got one and discovered to my dismay that there was not one nipple on display inside. Not one. If you put brown bags over them then teenagers are gonna think they're full of nipples and possibly even more, and when they buy one and discover the mammary-free truth they might be pushed over the edge.
Maybe a campaign is in order.

On the one hand this is classic we-know-what's-best-and-it-happened-circa-1954 Conservatism, driven purely to capture the handbags at the village fete vote. It's also a quango implemented at a time when a lot of much more useful government infrastructure is being torn apart in the name cost cutting. On the other hand, I can't help but feel any move, however faltering and taken for entirely the wrong reasons, against the sexualisation of youth in media is probably a good thing
