I think he's listing some bland-but-popular things that have been around for years and attributing them to the government of the last 6 months.
Two of those became popular under Labour. Other than that this really is a damning indictment of the CON-DEM NATION.

So that's Mona, The Vaccines, Warpaint... christ, I thought music was meant to be better under Tory governments?

The Vaccines have done Jools Holland and are on the NME tour. Warpaint have already (somehow) been on the cover of NME.
Mona sound like a shittier Kings of Leon, so they'll be huge. Esben and the Witch seem to be well-liked round these parts. And James Blake, the Trendiest Man in Music to Profess to Liking 2010.
The previous winners are: Little Boots (Sound of 2009), Adele (Sound of 2008), Mika (Sound of 2007), Corinne Bailey Rae (Sound of 2006), The Bravery (Sound of 2005), Keane (Sound of 2004) and 50 Cent (Sound of 2003).
i have never seen a worse list of anything.
Although how much of that is down to the BBC's select panel being astute judges of new music, and how much is down to the winners being signed to major labels about to throw wads of cash at them anyway, is up for debate*.
