Does he do a lot of large file downloading or online gaming? He may have given greater priority on the wireless network to his console or his own rig if that's the case.
I'm assuming that you split the internet costs. If you are, then you're being jipped. If you're not, stop whining as you're still online for free.
Could also be a shit connection speed due to your ISP.
You could always broach (sic) the subject with him;
"I'm going to phone the ISP, the speeds are shit" or something similar might push him to admit any throttling on your home network.

Well firstly, what's spelt incorrectly? Secondly [sic] refers to 'as was written' or some bullshit like that (I can't be bothered to look it up) and would be used when quoting someone who has spelt it incorrectly (or got the meaning of something wrong) to show that the error is in the original source not your text.
Thirdly, I only mention it because it's not a big deal on here but you might look a bit silly when you misuse it in a job application or piece of work somewhere, so I thought it was worth bringing up.
Fair enough about the use of the term "sic", there seems to be a number of slightly differing uses of the term from a cursory check using Google.
It was used as part of the internal proofreading codings at a previous employer, so that's where I picked it up.
I had thought the word "broach" had been mis-spelt. Apparently not, didn't spell check as I couldn't be bothered.
