Detective Billings. He was a bit of a sneaky character who feigned an injury and threatened to sue the police department.
Great show. I used to watch it with my mum and dad.

I went through a phase of licking things to identify them after watching this
“Marciano, the original Ray, did not appear in the post-1997 episodes, save for the first and last episodes, but was replaced by Callum Keith Rennie as Stanley Raymond Kowalski, a detective who was under orders to impersonate Vecchio while the real Vecchio was undercover. Marciano did return for the series finale, in which Vecchio ran off to Florida with Kowalski's ex-wife, Stella.”
Then Louis died and was replaced by Dewey.
Great show, though I liked the first Vecchio better.
