When they talked about those two kids torturing those other two kids as being 'preventable', what did they mean?

Given there's no such thing as 'thought crime' in this country and given, I presume, how hard it must be to get an 11 year old permanently committed to a mental health hospital? Or maybe that's quite easy.

It's just they were claiming one of them is essentially a full-blown psychopath but exactly how many psychopaths have been caught before they've done something psychotic and helped/put away? It's not really the way society works, is it? Someone must have a better understanding of this than I do.
