although now in firefox if I hover over usernames I get a preview of the user's profile. Doesn't happen in IE though (at least not in the version I'm using)

It's a note of how long you've got left to reply.
every post has a time stamp and that time stamp isn't necessarily kept in the system as a 'real world' time. as a result, the times we see are based on conversions of those artificial time stamps, and when you hover over the time you're seeing the actual time stamp.
alternatively, it might be that the numbers are some kind of unique signifiers relating to the most recent post (since the most recent post is the one it goes to if you click on the time).
It would be the Unix Timestamp which is the amount of seconds it's been from the 1st of January 1970. Techies tend to store this instead of proper dates in databases as it makes life a bit easier for them.
also due to the volume of requests on the server it takes a little while to update.
if we had like 10 tech people we could fix all of these little things. the annoying thing is there are so many little things, mentioned sporadically, that we can't always keep up with it all
