Reporting things to the RSPCA

There's two cats across from my house, one is really thin and the other obviously has some problem with it's mouth, a black thing and constant dribbling. I'm worried about them, but I don't really know quite how thin is too thin, and maybe they're being treated already, or have cancer or something. I was stroking them and the guy opened his door just a crack glared at me and shut it again, so he seems pretty weird. Not that weirdness equates to neglect, but, well, it probably does. They're super affectionate, and they don't seem especially distressed, but then cats rarely do.

I tried the RSPCA yesterday, but they only have an emergency number and an answerphone thing and neither of those seemed right.

Anyhow, I'm scared of the guy, and he's going to know it's me if the RSPCA do go round. I'm just conscious I'm overreacting. They're outside most of the time in a residential area, so you'd figure someone who lives round here would have intervened already if there really was a problem with them.
