Pretty cool, but bonkers, right?

I mean, they've meant that I've been to some bizarre old parties, properties that were just empty have provided a roof over someone's head (and often been restored somewhat)AND herbal tea and Strongbow was 24/7 for the whole of 2004 in Tufnell Park...

But it's just kinda unexpected, government-wise: it just surprises me that the proviso is made when it's not your property. What's THE MAAAN's official line on it?
