does google self-censor?

so, if someone was to type in "how to make a bomb" or something else related to illegal activity would (a) it prevent you from doing so and/or (b) report you to the authorities?

i'm not going to try to type it in myself, because (a) I'm on a work PC and (b) I don't want to find myself being hauled up before some anti-terror squad. if i have a problem with something in this country, my modus operandi is a polite letter to my MP or something anonymous/passive-agressive on the socal board of a music website. but you know, just wondering.
