Should a Barn Owl be tethered to a tree during the day time?

I went for a walk around a local reservoir on Sunday and there's this house on the track on the way to the res that has in the last 18 months been bought by someone who has stated to keep animals.
They started off with a couple of horses but have moved onto a herd of goats that were roaming freely about, numerous dogs, chicken, ducks and assorted fowl, horses of differing shape and condition, and this week they had two barn owls tethered to a tree.

It seemed a bit wrong to me, especially when one tried to fly away, got 24cms, and was hauled upside down the branch, flapping by its tether.

While not illegal, it did seem wrong.
