The previous champion: A client lady who I had to patiently describe the concept of 'First Come First Serve' to. It now appears a new contender has arrived.

There is a lady around here who not ten minutes ago I heard remarking (to herself) "Oh, where's the bin?"

The wastepaper basket was in a location next to a bank of shelves more or less equidistant to almost everyone in the office.

I see now it's been moved to a more convenient location - not just next to - but under her desk. In the corner of the office. Where no-one can see it unless they're actively searching.
