Drink spilling manners; what do you do?

If you're out and someone knocks your drink out of your hand, and it was pretty much full, then they either giggle at you, shrug or give a lame apology but don't offer to replace the drink do you then ask them outright to buy you another? Normally I don't.

Do you buy people a drink if you've knocked theirs over?
What's the etiquette these days?

I'd like to think you replace it, right? Common courtesy.

Some idiothole on Saturday knocked mine out of my hands and I'm a bit pathetic and normally tell them not to worry about it but he actually laughed in my face, so I told him I wanted a replacement. But then I got a bit scared when he said no & I left it at that. But I'm retrospectively angry.
