I tend to associate it with fringed southerners with checkered shirts, who speak in questions like nervous girls. That's what I associate with an 'emo accent'.

It’s like, a mild Bristol accent? With uptalk? But slowed down and made a bit whiny? Maybe with a sigh after each sentence?
