landlords who let themselves in without permission

a friend of mine just told me that she came home last night to find her landlord in her flat, defrosting her fridge.

apparently he lets himself in to her flat regularly, with no notice, and changes lightbulbs etc etc. and obviously looks in her fridge to check the freezer drawer.

i've told her this is totally not allowed as far as i'm aware, as landlords are obliged to give 24hrs notice before entering a flat.

what else could she do? i advised her to contact the CAB and see what they have to say.

it's a bit weird and scary and she lives on her own, and this weirdo man just lets himself in willy nilly.
