the inquest into the mistaken shooting of Jean Charles de Menezes has returned an open verdict
the coroner had barred them from returning unlawful killing
but on the secondary points they concluded that the statements made by the police officers involved were 'incorrect', they didn't give any warnings, they should have stopped him and correctly identified them before he reached public transport, and that the police taking part in the surveillance were terribly unprepared for the operation (they didn't really know what the man they were supposed to be watching looked like).
is this as damning a verdict as the jury could return considering the restriction placed upon them?
