Is it because they're hyperventilating a bit?
When someone’s hyperventilating, you make them breathe into a paper bag to increase the level of carbon dioxide they are inhaling.
I guess it’s hypoventilating and perhaps the body goes into shock and ‘forgets’ to breathe properly. I don’t know – splenetic_artery would be better placed to answer that one.
