At least, to get the basics (will take about 5 minutes to learn) and then with practice you get good at it. The industry standard software used to be called Cool Edit Pro, and is now called Adobe something - shouldn't be too hard to download illegally form somewhere.
If you're a student, you should just head down to your uni radio station - large egos are not so much abundent in these places, they're outnumbered by friendly-and-odd music geeks and techies. They're probably drumming up new members right now!
If you want to learn to produce pre-recorded stuff, then see if you can joint the news or speech departments. They'll train you, and if they're anything like I was, they'll be more than happy to have more people willing to put things together.

Which means that they have all, pretty much, won at least 1 "Student Radio Award" in the last 10 years.
Going to the Student Radio Awards is actually probably the best thing about student radio. Drinking free Red Stripe and embarassing yourself in front of Steve Lamaq ftw.
