The UN or someone should employ a squad of sea police, that drive around in speedboats. They should have the right to kill people poaching or whaling, and should have fierce gunfights.

Certain peoples have no concept of their idiotic crimes towards things that don't need to be killed, like seals and whales.

They don't understand diplomacy, and no-one dares to say anything because its 'in their tradition'.
