gives them something when they leave and start a-new rather then just going straight back in because they have nothing.
You can't have a prison system that can effectively reform people if you don't give people incentives to reform.
Prisons that are nothing but a bare cell for however many years are likely to just create even more of a grudge aganst society in hardened criminals. If you give them incentives to reform, then you start preventing re-offenders.
Working for money in prison means that they have a small amount of money with which to buy luxuries, and so will get their head down and work to make doing time more bearable. Likewise with education programs in prison, which teach people skills like carpentry and plumbing - if they've got qualifications under their belt when they leave, then they're more likely to be able to actually get a job for once instead of turning to a meaningless life of petty crime.
I've been doing this essay for so long (been up all night) I can't get out of the writing style.
