'to push to kids the message that smoking is bad'
NO WAI?! RLY?
that message was constantly drilled into us when i was a child. i used to hide my dads cigarette packets when he came to visit, my little sister joined 'smoke busters' and used to wave her members card in my face when i started sneaking out the back for a cheeky one when i used to smoke.

kids KNOW smoking is bad, if they didn't from school, the media and (you'd hope) parents then the massive SMOKING KILLS labels on packets of the sticks of death would be a pretty big clue, no?
if a kid is going to start smoking, he's going to smoke whether they are on display or not.
infact i think it further increases the rebellious factor of smoking among children.
most of the kids i see smoking are the mini yob types that do it to look 'cool' and 'hard'
surely making them seem like contraband will only exacerbate this?

it's a pathetic proposal.

anyway, thats my two cents, whats yours?
