Regulating MP Expenses

To me it seems absolutely ridiculous that any expense claim under £250 does not need a receipt to be sanctioned in the Commons, but I am curious as to how regulation of these expenses are going to be conducted (BBC News link for a Royter who shall remain nameless http://news.bbc.co.uk/2/hi/uk_news/politics/7265744.stm )

Also, only caught the tail end of it on the news last night, but what is all this about non-Domiciles in the House of Lords claiming massive amounts in expenses on paid for, non-mortgaged abodes? Is it just me who finds the idea of non-domiciled MP a little absurd?
