it's actually (firstly) a very old religious symbol for the Jainu religion. I wouldn't find it unacceptable in that context.
but it's been so irreversibly tainted by the Nazis that its meaning has been completely changed so that its now synonymous with that.
Using it today, even in its original context, is still pretty dumb.
However, if that picture isn't reversed, then those swastikas are the same orientation as Hitler's...

I mean, there are clearly images in google with the Nazi symbol the other way but most are the same as that bag and those with writing certainly are.
I think, as Sam says, it's immaterial what it might mean on the Indian sub-continent: it means fascist fucks over here.
it looks to me as if the top branch is aligned with the zip, which would fit with the pre-nazi use.
still, it's a bizarre choice f'sure.
