because Oxford and Cambridge are allowed a team for each college. So some college which has 500 people in is allowed to compete, and so are all the others. Whereas Birmingham, which has 18,000 full time students, is only allowed one team. And obviously all the Oxford and Cambridge teams are going to get into the finals, as in general they'll be the best of the best.
I knew three out of four people on a team that applied when I was at university. They did pretty well, but they weren't good enough to get on TV, as only a few teams can. If Oxford and Cambridge had had one team each, they definitely would have got on. It sucks.

no, having one Oxford and one Cambridge team would make it less likely that there was an Oxford v Cambridge final than having 10 Oxford and 10 Cambridge teams.
if you combined all the colleges, wouldn't you create some kind of 'super team' that would be pretty hard to beat?
