Err.......well, traditionally, social control has been a factor. Governments prefer the family structure, people with wives and children are somewhat more pliable.
Governments do support family units and marriage, because it's proven that married people are healthier, happier and produce more well-rounded children. But there's nothing sinister or controlling about that is there? Unless you could financial incentives through the tax system as a form of control. But that's more like encouragement than control.
They just recognise that marriage doesn't always work and make provisions for when it doesn't, which the Tories can't seem to quite grasp.
