its a reference to "À Marat. David", from Jacques-Louis David's painting The Death of Marat which is a painting of a man murdered in his bath, by the Jacobin French revolutionary David to his comrade Marat, assassinated just as the revolution entered its murderous phase. The jacobins declared openly that "terror must be the order of the day" to restore Roman republican virtue to the modern world. the bloke that did the painting thinks the same...
