I think being reminded that your behaviour is being monitored and recorded will dissuade troublemakers, vandals, hoodies, louts, loafers and youths, or whatever you want to call them.
I was at Camden tube a while back and there were a couple of kids daring each other to hit the emergency stop button on the escalator. They looked pretty sheepish when a voice boomed out saying "DON'T EVEN THINK ABOUT IT"
since at no point in that article is the scheme compared explicitly to the situation in George Orwell's novel.
Also, if you are inviting us to find a similarity, I'd remind you that these cameras aren't being set up in people's houses.

well, initially, anyway. Often people who do petty things like dropping litter are nice people who would probably be embarrased by being told off infront of everyone to pick it up. I suppose the people who are used to being bollocked will soon tire of it, and the effect will soon wear off.
on the radio and as junkstaposition said, the embarassment factor is what will make people follow what it says to bgin with but sooner or later, the louts of the world will just swear at the camera etc.
