You're legally entitled to take the stuff, but you you must register what you've 'found'. The legal owner is required to pay you a salvage fee. It's these dicks on the news taking bikes, then grinning at the cameras who are going to be called in the next couple of days i imagine.
A copper was just standing there and watching as this guy tied a motorbike to his tractor and drove off. Very funny !
It sounds kind-of post-apocalyptic, Mad Max style.
However, I reckon if there is a container that is intact and contains personal items (e.g. family moving) then this should not be broken open.
Goods that are obviously merchants, are a different matter though, although illegal, this sort of stuff is traditionally/historically taken by locals, seen as a 'perk'.
One would presume that the stuff is insured, so although this increases insurance costs through more claims, it is no worse than what many householders do when they make an insurance claim but bump up the value they claim (I have never done this but I knew several people who have, aparently it is the norm)
