If i went and asked my class (aged 18 to 31) probably less than a quarter of them would have any idea who he was. It's a shame, but its true.

Who says icons have to be worthy? Fame & fortune doesn't operate as a meritocracy.
An icon should, in some sense represent an epoch, in the cultural sense. To include Moss implies that Victoria Beckham, Jade Goody, etc. should be included ahead of the likes of Morrisey, Bennett, etc.
It is really a question of what is included in the definition of culture. If the definiton is wide enough to include Moss, and, therefore, others like her, then the other nine candidates wouldn't be in the top ten.
That may be correct. Typical cowardly BBC. Rather than spend ages deciding who to select they merely pick one from each of ten spurious categories that, in a focus group sense, represent the perceived tastes of certain imaginary demographics.

they would alienate the majority of their audience. This isn't a perceived demographic it's just reality. Their viewing figures would decrease, they wouldn't be able to compete with ITV. Bad stuff (from their point of view) would happen.
