before the labels figured out how to make money from them rather than wasting money trying to restrict their flow
Also, I think the majors have severely cut their costs since around 2000 when they found their 80/90s business model unsustainable
I read 'Exploding' by Stan Cornyn recently - a very enlightening look at the rise and fall of the record business. Highly recommended.
