the way in which the concept of the Panopticon forces us to subliminally self regulate or self police our own actions as we must assume we are being watched
He's talking about how the modern episteme is articulated around a form of automatic visibility, manifested through an almost machinic process of surveillance.
If only I could dissociate the see/being seen dyad like Aaron Turner can.

Only if you're already looking for it. Power is a conceit based on the hegemony of agency and linear causality in western thought. Or so went my MA dissertation.
The Panopticon is a hypothetical prison in which all the inmates are visible to a central guard (from the tower in the centre), but can't see anything themselves.
Its about how space creates knowledge/power. Its kind of a metaphor for the way in which power is exercised by surveillance and making subjects visible, c.f. the aerial photos on the CD inlay.
Like when you create maps, the world when viewed from above is turned into a kind of knowable, manipulable two dimensional anti-space.
