all of Behaviour is good.
But you're also massively wrong
but only just. PSBs are more prolific/consistent, but they don't have a "Being Boiled", "Louise" or "Don't You Want Me" in their locker.
OMD are probably better than both.
Conan, who is better out of Human League and the Pet Shop Boys?
Their early stuff and later stuff is quite weak, but between 1985 and 1998 they did so many great songs.
They were finished when Alan Wilder left IMO, though have to admit Barrel of a Gun is a banger.
It's No Good is a bigger banger.
But the whole of Dare is better than anything they've ever recorded, and that's before you mention Being Boiled and all the other great stuff from the early avant garde all-boys phase of their career and all of the other great later post-Dare pop singles (Mirror Man, Life on Your Own, Louise etc)
Consistently good over so many years. If it was only about the best album, though, Dare wins.
Human League were great up to and including Dare (+ that remix album). PSB, I have a soft spot for Left To My Own Devices as the intro is so well done, the rest, not for me.
