He's a rare dude.
There are loads of people that I'd argue make better music than him at the moment but none are an Aphex like figure. He's some kind of dance music old dude un-touchable cannon fella at this point with years of legend and releases behind him.
In the same league but playing for a champions league spot rather than competing for the title.
Alva Noto is up there in terms of variety of styles and quality of output, but unlikely to achieve any degree of crossover impact.

I'll add that he amassed his cult(ural) capital at the right time just when the internet was becoming commonplace in the UK. I guess it became easier for students to consume paridinas/at/black dog et al in their bedrooms, without going to a rave and start file sharing on IDM mailing list etc. This respectability attracted traditionally rockist fans who liked a bit of chemical borthers/prodigy to 'intelligent dance music'. Aphex Twin's dark/rock based aesthetic brought him more to mainstream attention than his peers, similar to Venetian Snares and those horrible American breakcore people.
Breakcore producer doormouse wrote a dissertation on this subject. I can't find it on the net anymore but I might have a copy somewhere. He was comparing how IDM artists were received by indie tastemakers compared Grime/Trap artists and he wrote a bit about AT's mythology in that regard.
don't think it's possible really as most people have access to the internet we rely less on cultural curators and people get bored of myth building very quickly.
I think Zomby was trying to replicate AT's schtick but people just got bored of it I think.

Millions of demos that will never see the light of day, epic amounts of music played on the radio that's better than pretty much anything on his albums. Has some kind of myth going on. I don't think he's as endearing as AFX, plus yeah he's never going to get to that legend level because there isn't the same big press machine around anymore that really gets you in a cannon for indie people to salivate over in years to come.
The one true Aphex has been replaced by about a million others and I think that's pretty brilliant to be honest. I'll have variety and choice over some big old media indie cannon bullshit any day.
How about Actress... or new kids like SD Laika... or some mad man like Brood Ma or I dunno techno cats like Blawan... DJ Rashad... Kuedo... Burial is a legend already but doesn't hold a place like AFX does for older fans and it's all good.

what also needs to be considered is, what did AFX do for music? what impact did it have and why? then look at music today and see if anyone else is having a similar impact, not just to dance music, but any music. The answers to all of those questions might not be that interesting.
He's a fun guy that loves to dick about on synths and computers. There are loads of those around. He made some good stuff and was a gateway for loads of people. Got his tracks in films and on TV. Had insane video budgets. Happened to come from a time where media, magazines, news papers could all build massive myths and a cannon around you.
A load of the people I mentioned are to young to see that kind of 30 year impact and I'm not sure that kind of thing is still possible in this media climate. Their is only one AFX but there is only one Burial, Actress, Shackleton too. They do things no one else does just like he did. Look at vids for music by Holly Herndon and it stacks up with AFXs stuff. Or vids by Nic Hamelton of loads of artists like Bandshell, Actress, Lukid, whatever. They wont get on telly but neither does even AFX anymore. He wasn't even a myth making enigma first in electronic music he just had a cool way with it.
You could argue Four Tet's developing in a different direction but with similar reach.
