I think it was maybe more of the case that Billy didn't want them any where near contributing.
Iha is pretty shit as a song-writer and guitarist (and an awful signer), but he had some minor moments.
would it have had that much of an effect on Radiohead's output if Ed O'Brien wasn't a member? I think not.

is how he was the 3rd member of a 3 guitar band. He gave something different and extra, especially on The Bends. He's also why they're able to recreate so much pretty complex guitar music really well in a live environment.
